The Chair will call the meeting to order and respectfully acknowledge the Coast Salish Nations on whose traditional territory this meeting takes place.

    That the minutes of the Regular Board meeting held July 26, 2022, be adopted.

  • (All Directors - One Vote / 2/3 - must be taken separately)

    1. That “Property Tax Exemption (Alberni-Clayoquot Mt. Arrowsmith Regional Park) Bylaw No. 1861, 2022” be introduced and read three times.

  • 2. That “Property Tax Exemption (Alberni-Clayoquot Mt. Arrowsmith Regional Park) Bylaw No. 1861, 2022” be adopted.

    1. That “Regional District of Nanaimo Board Remuneration, Expenses and Benefits Amendment Bylaw No. 1770.03” be introduced and read three times.

    2. That “Regional District of Nanaimo Board Remuneration, Expenses and Benefits Amendment Bylaw No. 1770.03” be adopted.

    3. That Policy A1.31 Board Members’ Equipment and Expense Claims, with amendments, be approved.

    That the Regional District of Nanaimo Board endorse the Drinking Water and Watershed Protection program’s application to the 2022 Union of BC Municipalities Asset Management Planning Program for funds to support Mount Arrowsmith Biosphere Region Research Institute in embedding the Ecological Accounting Process Program into Vancouver Island University.

    1. That the Board receive the report of the Public Hearing held on June 28, 2022, for “Regional District of Nanaimo Regional Growth Strategy Amendment Bylaw No. 1615.06, 2022” and “Regional District of Nanaimo Electoral Area ‘A’ Official Community Plan Amendment Bylaw No. 1620.09, 2022”.

    2. That the Board give third reading to “Regional District of Nanaimo Regional Growth Strategy Amendment Bylaw No. 1615.06, 2022”.

    3. That the Board give third reading to “Regional District of Nanaimo Electoral Area ‘A’ Official Community Plan Amendment Bylaw No. 1620.09, 2022”.

    4. That the Board adopt “Regional District of Nanaimo Regional Growth Strategy Amendment Bylaw No. 1615.06, 2022”.

    5. That the Board adopt “Regional District of Nanaimo Electoral Area ‘A’ Official Community Plan Amendment Bylaw No. 1620.09, 2022”.

    That the Board approve the Engagement Plan (Attachment 1) and Detailed Schedule (Attachment 2) for community input from existing service contributors and Electoral Area E on changes being considered to the Regional District of Nanaimo District 69 Swimming Pool Local Service Area Establishment Bylaw No. 899.

Director Pinker provided notice of the following motion to the Corporate Officer:

    That staff be directed to draft a policy for the recognition of service of the volunteer firefighters within the boundaries of the Regional District of Nanaimo for the Board's consideration.

    That staff provide a report to the Regional District of Nanaimo Board outlining the viability of having water storage tanks located in the Electoral Area C Wellington Fire Protection Service Area, to provide a water supply for the City of Nanaimo Fire Rescue Department.

  • (All Directors - One Vote)

    That pursuant to the following sections of the Community Charter the Board proceed to an In Camera meeting:

    • 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality
    • 90(1)(f) law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment
    • 90(1)(g) litigation or potential litigation affecting the municipality
    • 90(1)(m) a matter that, under another enactment, is such that the public may be excluded from the meeting
    • 90(1)(n) the consideration of whether a council meeting should be closed under a provision of this subsection or subsection (2)
    • 90(1)(o) the consideration of whether the authority under section 91 [other persons attending closed meetings] should be exercised in relation to a council meeting.
