    That the following correspondence be received for information:

Note: Directors may adopt in one motion all recommendations appearing on the Consent Agenda or, prior to the vote, request an item be removed from the Consent Agenda for debate or discussion, voting in opposition to a recommendation, or declaring a conflict of interest with an item.

Committee recommendations on the Consent Agenda were Carried Unanimously at the Committee level.

That the following items on the Consent Agenda be adopted by consent:

  • (Electoral Area Directors, except EA B - One Vote)

    That the Board approve Floodplain Bylaw Exemption Application No. PL2019-223 to permit the siting of a manufactured home subject to the conditions outlined in Attachment 2.

    That the grant application by the Regional District of Nanaimo for $25,000 to the Union of British Columbia Municipalities Community Emergency Preparedness Fund for the completion of Evacuation Route Planning for Electoral Area B be endorsed.

    That Electoral Area F Parks and Open Space Advisory Committee meetings be rescheduled or cancelled if either the Electoral Area Director or Alternate Director do not attend the meeting within 15 minutes of the scheduled start time, and that the Electoral Area F Parks and Open Space Advisory Committee Terms of Reference be amended accordingly.

    That the stand of five co-dominant Cottonwood trees growing in Boultbee Community Park in Electoral Area G in close proximity to 1295 Boultbee Drive be removed and replaced with five more suitable tree species.

    That staff develop a Regional District of Nanaimo Tree Management Policy that will include infrastructure damage and tree species suitability as criteria to authorize the removal of trees in Regional District of Nanaimo parks.

    That a Special Electoral Area Services Committee meeting be scheduled to discuss the Fire Service Governance and Administration Review.

    That the Board enter into Mutual Aid Agreements with neighbouring regional districts and member municipalities to enable the continuity of wastewater and drinking water services according to the Provincial Order M084.

    That the Regional District of Nanaimo partner with the City of Nanaimo to host the Association of Vancouver Island and Coastal Communities Convention in 2021.

Building Bylaw Contravention - 4265 Park Avenue

    That a Notice of Bylaw Contravention be registered on the title of Lot A, District Lot 36, Plan EPP64468, Newcastle District (4265 Park Avenue), pursuant to Section 57 of the Community Charter.

    1. That the Board approve the proposed Consultation Plan as outlined in Attachment 1.

  • 2. That the Board introduce and give first reading to “Regional District of Nanaimo Electoral Area A Official Community Plan Amendment Bylaw No. 1620.07, 2020”.

  • 3. That the Board give second reading to “Regional District of Nanaimo Electoral Area A Official Community Plan Amendment Bylaw No. 1620.07, 2020”, having considered the impact on the current Financial Plan and Solid Waste Management Plan.

  • 4. That the Board introduce and give first reading to “Regional District of Nanaimo Electoral Area H Official Community Plan Amendment Bylaw No. 1335.08, 2020”.

  • 5. That the Board give second reading to “Regional District of Nanaimo Electoral Area H Official Community Plan Amendment Bylaw No. 1335.08, 2020”, having considered the impact on the current Financial Plan and Solid Waste Management Plan.

  • 6. That the Board direct the public hearing on “Regional District of Nanaimo Electoral Area A Official Community Plan Amendment Bylaw No. 1620.07, 2020" and “Regional District of Nanaimo Electoral Area H Official Community Plan Amendment Bylaw No. 1335.08, 2020”, be delegated to Director Wilson.

    1. That the Board introduce and give first reading to “Regional District of Nanaimo Electoral Area A Official Community Plan Amendment Bylaw No. 1620.06, 2020”.

  • 2. That the Board give second reading to “Regional District of Nanaimo Electoral Area A Official Community Plan Amendment Bylaw No. 1620.06, 2020”, having considered the impact on the current Financial Plan and Solid Waste Management Plan.

  • 3. That the Board introduce and give two readings to “Regional District of Nanaimo Land Use and Subdivision Amendment Bylaw No. 500.429, 2020”.

  • 4. That the Board initiate an amendment to the Regional Growth Strategy Bylaw No. 1615, 2011 to include part of the Nanaimo Airport lands adjacent to the Trans-Canada Highway within the Growth Containment Boundary.

    That the Board adopt “Regional District of Nanaimo Land Use and Subdivision Amendment Bylaw No. 500.427, 2019”.

    That the Board extend the payment due date to 90 days on all spring 2020 user fee billings.

  • (All Directors - One Vote)

    That the Board approve virtual public engagement for collecting input for projects and initiatives during the COVID-19 Public Health Emergency.

  • (All Directors - One Vote - must be taken separately)

    1. That "Regional District of Nanaimo Board Procedure Amendment Bylaw No. 1754.05, 2020" be introduced and read three times.

  • 2. That "Regional District of Nanaimo Board Procedure Amendment Bylaw No. 1754.05, 2020" be adopted.

Director Craig provided the following Notice of Motion to the Corporate Officer:

  • (All Directors - One Vote)

    That notwithstanding “Regional District of Nanaimo Park Use Regulations Bylaw No. 1801, 2019”, homeless camping in the 707 Community Park in Electoral Area B be immediately temporarily prohibited until park conditions and wildfire risk due to homeless camping is assessed, and a recommendation received as to whether or not, based on park conditions and wildfire risk, homeless camping should be prohibited in all or some areas of the park either permanently or seasonally, and a mitigation plan developed and implemented if appropriate.

Director Craig provided the following Notice of Motion at the April 14, 2020 Committee of the Whole meeting:

    That Regional District of Nanaimo emergency staff participate in Gabriola Emergency Management Recovery and Response Committee meetings when available to answer questions and provide updates to the committee, as staff availability permits.

  • (All Directors - One Vote)

    That pursuant to the following sections of the Community Charter the Board proceed to an In Camera meeting:

    • 90(1)(c) labour relations or other employee relations; and
    • 90(1)(m) a matter that, under another enactment, is such that the public may be excluded from the meeting.
