    That the minutes of the Regular Board meeting held September 26, 2023, be adopted.

    That the following minutes be received for information:


Note: Directors may adopt in one motion all recommendations appearing on the Consent Agenda or, prior to the vote, request an item be removed from the Consent Agenda for debate or discussion, voting in opposition to a recommendation, or declaring a conflict of interest with an item.


Committee recommendations on the Consent Agenda were Carried Unanimously at the Committee level.

That the following items on the Consent Agenda be adopted by consent:

  • (All Directors - Weighted Vote)

    That the Board approve the Transit Improvement Program - Three Year Transit Expansion Initiatives Memorandum of Understanding for the 2024-2025 fiscal year.


Chair to Call for Members of the Public Wishing to Speak to Temporary Use Permit Application No. PL2023-023, 3805 Melrose Road, Electoral Area F

  • (Electoral Area Directors, except EA B - One Vote)

    1. That the Board receive the Summary Report of the Community Engagement and Written Submissions as provided in Attachment 3 and Summary of the Public Information Meeting as provided in Attachment 4.

  • 2. That the Board approve Temporary Use Permit No. PL2023-023 to allow an ATV practice and training facility, and accessory campground on the subject property subject to the terms and conditions outlined in Attachment 6.

  • (Electoral Area Directors, except EA B - One Vote - must be taken separately)

    1. That the Board receive the report of the Public Hearing held on September 25, 2023, for “Regional District of Nanaimo Electoral Area ‘F’ Zoning and Subdivision Amendment Bylaw No. 1285.39, 2023”.

  • 2. That the Board read “Regional District of Nanaimo Electoral Area ‘F’ Zoning and Subdivision Amendment Bylaw No. 1285.39, 2023” a third time.

  • (All Directors - One Vote)

    1. That the 2023 regional grant application by the Qualicum Beach, Dashwood, Nanoose Bay, and Coombs-Hilliers Volunteer Fire Departments, for $120,000 from the Community Emergency Preparedness Fund: Volunteer and Composite Fire Departments funding stream, be endorsed.

  • 2. That the administration by the Regional District of Nanaimo for the application for, receipt and management of the 2023 Community Emergency Preparedness Fund: Volunteer and Composite Fire Departments on behalf of the Qualicum Beach, Dashwood, Nanoose Bay, and Coombs-Hilliers Volunteer Fire Departments, be approved.

  • (All Directors - Weighted Vote)

    1. The Regional District of Nanaimo Board approve the 2022-2027 Arrowsmith Water Service Joint Venture Agreement 2022-2027 as revised June 2023 and included as Attachment 1.

  • 2. The Regional District of Nanaimo Board approve an amendment to the 2023-2027 Arrowsmith Water Service Financial Plan to add $100,000 in 2023 for consulting services required to inform amendments to the Arrowsmith Dam Provisional Operating Rule.

  • (All Directors - Weighted Vote)

    That the Regional District of Nanaimo Board approve an increase in funding for the Westurne Heights Water Service Area Constant Pressure Pumping Upgrade project from $12,000 to $21,000 with the additional funds coming from the Westurne Heights Capital Reserve Fund, and that the 2023 Financial Plan be amended to reflect this change.

    That "Fairwinds Sewerage Facilities Local Service Area Amendment Bylaw No. 947.07, 2023" be adopted.


Director Melanson provided notice of the following motion to the Corporate Officer:

  • (All Directors - One Vote)

    That the 2024 contribution to the "Nanaimo River Fire Protection Service Reserve Fund Establishment Bylaw No. 1612, 2010" be suspended and be revisited pending the outcome of the Nanaimo River Fire Protection Services Feasibility Study Implementation Staff Report.

  • (All Directors - One Vote)

    That pursuant to the following sections of the Community Charter the Board proceed to an In Camera meeting:

    • 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality
