    That the minutes of the Regular Board meeting held July 11, 2023, be adopted.

Note: Directors may adopt in one motion all recommendations appearing on the Consent Agenda or, prior to the vote, request an item be removed from the Consent Agenda for debate or discussion, voting in opposition to a recommendation, or declaring a conflict of interest with an item.

    That D. Remillard be appointed as the East Wellington / Pleasant Valley Parks and Open Space Advisory Committee representative to the Benson Creek Falls Regional Park Creekside Place Staging Area Advisory Committee.

    That the Board approve the request to relax the minimum 10% perimeter frontage requirements for proposed Lots 2, 3, 4, and 5 in relation to Subdivision Application No. PL2019-065.

    That the Lighthouse Community Centre Society General Service Agreement (2023-2026) be approved.

  • (All Directors - One Vote)

    1. That staff be directed to apply to the Province of British Columbia for Crown Land Tenure over Lot 6, District Lot 76, Newcastle District, Plan 2619 to manage as an Electoral Area G Community Park.

    2. That funds be allocated in the 2024 Electoral Area G Community Park Budget and Five Year Financial Plan for park improvements and maintenance.

    1. That the renewal of Emergency Reception Centre License of Use Agreements with each of the following:

    a. the Cedar Community Association

    b. the Cranberry Fire Protection District

    c. the Gabriola Senior Citizens Association

    d. the Nanoose Bay Activity & Recreation Society

    e. the Arrowsmith Agricultural Association

    f. the Lighthouse Community Centre Society; and

    g. the Bowser and District Branch (211) of the Royal Canadian Legion

    be approved for the five-year term commencing April 1, 2023 and ending March 31, 2028.

    2. That Area C, Errington Hall and Meadowood be approached regarding a potential Emergency Reception Centre.

    That the grant application by the Regional District of Nanaimo to the Union of British Columbia Municipalities, Community Resiliency Investment Fund for $449,323.97 for FireSmart activities be endorsed.

    That the Board receive the Mandatory Waste Source Separation – Order in Council report for information.


Chair to Call for Members of the Public Wishing to Speak to Development Variance Permit Application No. PL2023-074 2364 Yellow Point, Electoral Area A

  • (Electoral Area Directors, except EA B - One Vote)

    That following notification of adjacent properties, the Board approve Development Variance Permit No. PL2023-074 to reduce the minimum setback for All non-farm buildings and structures – All lot lines from 8.0 metres to 6.2 metres for a detached garage subject to the terms and conditions outlined in Attachment 2.

  • (Electoral Area Directors, except EA B - One Vote)

    1. That the Board receive the Report of the Community Engagement as provided in Attachment 3.

  • 2. That the conditions set out in Attachment 6 of the staff report be completed prior to Amendment Bylaw No. 1285.39 being considered for adoption.

  • 3. That “Regional District of Nanaimo Electoral Area ‘F’ Zoning and Subdivision Amendment Bylaw No. 1285.39”, as provided in Attachment 7, be introduced, and read two times.

  • 4. That the Public Hearing on “Regional District of Nanaimo Electoral Area ‘F’ Zoning and Subdivision Amendment Bylaw No. 1285.39, 2023”, be delegated to the Director for Electoral Area F.


Chair to Call for Members of the Public Wishing to Speak to Temporary Use Permit Application No. PL2023-015 2660 Holden Corso Road, Electoral Area A

  • (Electoral Area Directors, except EA B - One Vote)

    1. That the Board receive the Report of the Community Engagement and Written Submissions as provided in Attachment 2.

  • 2. Following public notification, that the Board approve Temporary Use Permit No. PL2023-015 to allow a dog daycare facility on the subject property subject to the terms and conditions outlined in Attachment 4.

  • 3. That the Board direct staff to complete the required notification for Temporary Use Permit No. PL2023-015.

    That the Board endorse the “Regional District of Nanaimo Interim Strategic Plan Report” OR provide direction on amendments to refine the key priorities and goals for the current term of office.

    That the Board receive the report titled “Second Quarter 2023 Strategic Plan and Key Initiatives Update”, dated July 25, 2023, for information.

Chair to Call for Members of the Public Wishing to Speak to Development Permit with Variance Application No. PL2022-092 Lee Road West, Electoral Area G

  • (Electoral Area Directors, except EA B - One Vote)

    That the Board consider approval of Development Permit with Variance No. PL2022-092 to permit a dwelling unit at its regular meeting scheduled for July 25, 2023 subject to the terms and conditions outlined in Attachment 3 and pending the outcome of the required notification.

    That the Board authorize the License of Use with Nanoose Bay Recreation and Activities Society, as presented.

  • (All Directors - Weighted Vote)

    That the development of a Parks Biodiversity Plan be endorsed and the financial implications be included in the 2024 Budget for review and discussion.

    1. That alternative operating options for Meadowood Community Hall be presented to the Board.

  • 2. That efforts be made using existing resources for the Regional District of Nanaimo to open the Meadowood Community Hall at limited capacity.

  • (All Directors - One Vote)

    That the Parks Update Report - Q2 2023 be received for information.

  • (All Directors - One Vote)

    That pursuant to the following sections of the Community Charter the Board proceed to an In Camera meeting:

    • 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality
    • 90(1)(c) labour relations or other employee relations
    • 90(1)(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality
    • 90(1)(g) litigation or potential litigation affecting the municipality
    • 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose
    • 90(1)(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public
    • 90(1)(m) a matter that, under another enactment, is such that the public may be excluded from the meeting
